Deploy R Content with renv.lock

R content can now use an renv.lock file to declare its dependencies, so a manifest.json file is no longer required.

Connect Cloud can now read R dependencies from an renv renv.lock file. If your project already uses renv, you can deploy it without generating a manifest.json file.

If the repository contains both files, Connect Cloud uses manifest.json.
